MADISON DX CLUB CONSTITUTION
PREAMBLE:
We, the undersigned, wishing to secure for ourselves the pleasure and benefits of the association of persons commonly interested in Amateur Radio DX’ing, constitute ourselves the MADISON DX CLUB (W9BG) and enact this constitution as our governing law. It shall be our purpose to further the exchange of information and cooperation between members, to promote radio knowledge, fraternalism, and individual operating efficiency, and to so conduct club programs and activities as to advance the general interest and welfare of Amateur Radio DX’ing in the community.
MEMBERSHIP:
Full membership is open to licensed amateurs providing the following:
1) Current member of ARRL.
2) Encourage active participation in the DXCC Program.
3) Has fulfilled the requirements as set forth in ARTICLE V (Dues).
4) A prospective member, after application, is subject to a secret vote of the members present. For acceptance into membership, no more than three (3) “no” votes can be cast. The candidate for membership shall not attend the meeting at which the discussion and voting of membership takes place.
5) Fair play and good sportsmanship in operating are required of all members. In the event of specific objections relative to continued poor operating ethics, an individual may be disqualified from membership by a three-fourths vote of the membership.
6) Any membership requirement may be waived for an individual upon three fourths affirmative vote at a regular meeting.
OFFICERS:
The officers of this club shall be president, vice president, and secretary/treasurer.
The terms of office shall be for July 1 through June 30 of the following year.
The officers of this club shall be elected by ballot of the members present at the June meeting.
Vacancies occurring between elections must be filled by special elections at the first regular meeting following the withdrawal or resignation.
Officers may be removed by a three-fourths vote of the membership.
DUTIES OF OFFICERS:
The president shall preside at all meetings of this club, and conduct the same according to the rules adopted. The president shall enforce due observance of this constitution and by-laws, decide all questions or order, sign all official documentation that are adopted by the club, and none other, and perform all other customary duties pertaining to the office of the president.
The vice president shall assume all duties of the president in the absence of the president.
The secretary/treasurer shall keep a record of the proceedings of all meetings, keep a roll of members, submit applications for membership, carry on all correspondence and read communications at each meeting. The secretary/treasurer shall keep the constitution and by-laws of the club and have the same with him at each meeting. The secretary/treasurer shall cause all amendments, changes and additions to be noted thereon and shall permit the same to be consulted by members upon request. The secretary/treasurer shall handle any monies of the club and report on same. The secretary/treasurer shall at the expiration of his term turn over all items belonging to the club to the successor.
MEETINGS:
Regular meetings shall be held on the second Tuesday of each calendar month at such place as the president shall order. Special meetings may be called by the president, providing each member is so advised of the subject matter not less than 24 hours before the meeting time.
DUES:
The fiscal year will be July 1 through June 30 of the following calendar year. Yearly dues will be payable at the first meeting in July. Membership will be considered discontinued if dues are not paid by the close of the September meeting. A similar three-month grace period will be applied to any accepted special levy imposed on the membership, unless the club membership by majority vote approves exceptions.
The club, by majority vote of those present at any regular meeting, may levy upon the general membership such dues or assessments as shall be deemed necessary for the business of the club.
AMENDMENTS:
This constitution of the by-laws may be amended by a two-thirds vote of the members present at a regularly scheduled club meeting. Proposals for amendments shall be submitted in writing at a regular meeting and shall be voted on the next following regular meeting, providing all members have been notified of the intent to amend the constitution and/or by-laws at said meeting.
